Congratulations to all of Oakland!
On Tuesday July 28th, Oakland City Council unanimously adopted both the 2030 ECAP (revised slightly from what was published earlier this month) and a Resolution committing Oakland to achieving Carbon Neutrality by 2045. These are groundbreaking steps for Oakland, setting the stage for our work over the coming decade.
Achieving carbon neutrality by 2045 will require profound transformation of our building, transportation, and waste sectors. The ECAP will propel us down the path to get there, thanks to the expertise and engagement of thousands of Oaklanders, leadership across the grassroots community, and guidance from the City's own Department of Race and Equity. Council also adopted the Racial Equity Impact Assessment & Implementation Guide (REIA) developed by the Equity Facilitator team, which will enable the City to reduce disparities and improve the well-being of frontline communities throughout Oakland. The ECAP's 40 Actions, across seven key sectors, are ambitious, equitable, and realistic. Over the next 10 years, let's make sure Oakland meets and exceeds the goals laid out in this Plan!
As the Equity Facilitator team for the City of Oakland's 2030 Equitable Climate Action Plan, we developed a comprehensive Racial Equity Impact Assessment & Implementation Guide (REIA) to help the City of Oakland center equity throughout the ECAP’s 10-year implementation period.

Equity Facilitator Team
Climate change and social equity are inextricably linked. Low income communities and communities of color that are the most impacted by poverty and pollution are overly represented in the geographic areas that will be most harmed by climate change. Sadly, Oakland’s recent Equity Indicators Report states that “almost every indicator of well-being shows troubling disparities by race.”
The Oakland Climate Action Coalition, Environmental / Justice Solutions, and Blue Star Integrative Studio, Inc. are the ECAP's Equity Facilitators. Our role is to ensure that community-driven climate resilience planning is Oakland's path forward. We embrace deep democracy, a system that depends on the ability of all of us to participate, debate, and have real ownership in the public dialogue. This means not only the right to vote and freedom from censorship, but also affirmative opportunities to learn, communicate, and participate in the decisions that affect us.
We're working with the City to:

- Craft climate solutions that directly address existing environmental, social and economic disparities.
Neighborhood leadership cohort

The Equity Facilitator recruited two or more residents from each District to form the Neighborhood Leadership Cohort. The Neighborhood Leaders, who represent Oakland’s racial, geographic, and cultural diversity, received training in climate science, effective outreach tools and City policies, structures, and processes.
