
Since 2009, the Oakland Climate Action Coalition (OCAC), a cross-sector coalition with over three dozen member organizations, has been at the forefront of Oakland’s response to climate change—both mitigation and adaptation—through organizing and advocacy for sustainable, equitable, community-based economic development. OCAC provides research, policy expertise, strategic planning, and most importantly, convening, coordination, advocacy and organizing for climate justice policies and investments in Oakland’s communities. OCAC championed this approach in partnering with the City to develop Oakland’s 2020 Energy and Climate Action Plan adopted in December 2012. Based on a strong commitment to social equity, OCAC members worked with City staff and Councilmembers to shape the content of the 2020 ECAP. As a result, over half of the language of the 2020 ECAP was contributed or shaped by OCAC member organizations.
The OCAC is dedicated to racial, economic, environmental and climate justice. Its mission is to engage Oakland residents in creating and implementing climate solutions that strengthen the environmental, economic, and social resilience of frontline communities. The OCAC pursues this mission by:
The OCAC is working to unify Oakland’s diverse residents and institutions by building a vision for racial, economic, environmental and climate justice and community resilience. Our broad vision brings together organizations that would not otherwise collaborate, building community power to win a bold set of policies that will significantly strengthen the economic empowerment of low-income communities of color in Oakland, reduce GHG emissions and air pollution, and build our communities' resilience to climate change.

- Bringing together and supporting grassroots campaigns and initiatives that build community resilience;
- Amplifying community voices and building grassroots power to shape public resilience plans and policies;
- Strengthening community resources through neighborhood-based climate education, planning, and organizing.
